2024 Chief Executive Policy Address: talent and youth affairs

 On Monday’s programme, we’re talking about the government’s push to lure foreign talent into the city. In his 2024 Policy Address, Chief Executive John Lee announced expanding the list of universities under the Top Talent Pass Scheme to 198 by adding 13 top Mainland and overseas universities.

Meanwhile, the validity of the first visa granted to high income talent under the scheme will be increased from two to three years. Authorities hope such a move can help fill manpower shortage, as Hong Kong is projected to face a shortage of approximately 180,000 workers.


Speaking on a radio programme over the weekend, Chief Secretary Eric Chan said that the government planned to bring in 10,000 skilled technicians, adding that they aim to to attract younger workers to bring down the average working age in the industry. Can such measures keep pace with the city’s shrinking workforce?
