On Friday’s Backchat, we’re talking about primary healthcare development, after the audit report revealed a series of problems surrounding a health centre in Kwai Tsing, that’s supposed to be the first step towards a primary health care network across Hong Kong’s 18 districts.

The Kwai Tsing District Health Centre is a pilot project funded by the government and operated by an NGO to provide primary healthcare and educate the public on disease-prevention.

The audit report found the attendance rate for some of the centre’s disease prevention classes un-satisfactory, with dozens of them only attended by one person.

It also expressed concern over the high turnover of staff there, which hit 101 percent last year.
So what went wrong? What can we learn from this?
