• Architectural Services Department, Environment and Ecology Bureau, Food and Environmental Нуgiene Department, and Leisure and Cultural Services Department removed the barriers of traditional limitations and worked together to build the FEHD Skylight Market for the residents of Tin Shui Wai in just one year, and improve the lives of the residents.
• With 36 fixed stalls and 4 temporary stalls, the FEHD Skylight Market offers 40 stalls in total. The most special feature is that the design focused on natural ventilation and lighting. The high head room central corridor with opening on its two sides allow daylight to enter the market. Not only can it reduce energy consumption of lighting, but it can also block direct sunlight for better comfort of users.

Electrical and Mechanical Services Department
• In order to comply with the innovation and technology development of Hong Kong, the Electrical and Mechanical Services Department (EMSD) officially launched an “E&M InnoPortal” in June 2018. It is hoped that the InnoPortal can facilitate the matching of the wishes of government departments and public organisations, with universities and start-ups. It is also hoped that the EMSD Headquarters will be used as a testing ground so that trials of successfully matched projects can be conducted on-site at the EMSD Headquarters Building.
• The platform will also comply with the six major areas in the smart city blueprint, to support smart city development and achieve carbon neutrality, which is beneficial to the public.

Connecting the Globe with Advanced Technology: Next Generation Electronic Passport System
Immigration Department
• Immigration Department’s next generation electronic passport system uses the latest counterfeit prevention measures, and advanced technologies including AI (artificial intelligence) in the processing of passport applications. Around 80% of the passport applications can be processed automatically and the time, effort and cost savings are very substantial. Over 700,000 passports have been issued under this new system, and the self-service kiosks for application and pickup of passports are well received by the community. It is an excellent example for the progressive use of technologies in the government sector. This system has drawn international attention as a prime model for passport issuance.

Environmental Protection Department
• The Environmental Protection Department (EPD) adopts an innovative intelligent enforcement strategy, develops digitalised environmental enforcement, and uses innovative technology to assist in enforcement. It strives for innovation, actively conducts environmental protection research, and uses AI, 5G technology and robots to develop various mobile applications. It also uses big data, sets up task forces and uses various new scientific research products to implement targeted enforcement. Moreover, EPD collaborates with different stakeholders to combine technology and people for more effective enforcement actions. After accumulating the experience, EPD will extend and introduce the technology to various stakeholders, and work together to combat illegal crimes.

Civil servants in Hong Kong have always been an important pillar supporting the Government of the Hong Kong Special Administrative Region. At the same time, they have always been dedicated to their duties and committed to provide public services to the people of Hong Kong. The Civil Service Bureau has organised the “Civil Service Outstanding Service Award Scheme” on a biennial or triennial basis since 1999. The objective of the scheme is to recognise the efforts of bureaux/departments. In 2022, for the first time, the Civil Service Bureau cooperates with the Innovation and Technology and Industry Bureau to launch the "Innovation and Technology Award" to recognise bureaus/departments which are proactive in devising and implementing innovative measures and impactful solutions, and encourage a wider adoption of innovation and technology by civil servants to improve public services.
