On Wednesday's Backchat, we will talk about Beijing's low-end population and urban development in China. Last month a fire broke out in the southern suburbs of Beijing resulting in substantial loss of life. While questions were being raised about the cause of the tragedy, local authorities embarked on a drive to tear down illegal structures in the city deemed to pose a fire hazard. This has also resulted in many migrant workers losing their homes in the affected districts. There has been outrage at families being cast onto the street when night-time temperatures in the capital regularly fall below zero. Beijing plans to cap its permanent population at 23 million by 2020. What is this going to mean for migrant workers and what effect will the plan have on the city's economy?
