Legislator Vincent Cheng

Dear residents of Kowloon West,

Since getting elected as a Legislative Councilor I have been catching up on business within LegCo as quickly as possible. As you may know, this is a new challenge for me. I am deeply grateful for the trust you have bestowed in me and I am greatly honored and delighted to serve the people of Hong Kong as a Legislative Councilor.

I was happy after winning the Legislative Council by-election. It was a really hard battle but I secured this seat with 107479 votes and won by a narrow margin of 2419 votes. The day I took the oath of becoming a Legislative Councilor was unforgettable. My mission is to do my best to work for the well-being of the residents in Kowloon West.

It was a miracle indeed, as described by our DAB party chair Starry Lee. My campaign team and supporters fought hard in this uphill battle. It was a miracle for the pro-establishment camp, and this was unprecedented. The victory was a breakthrough as the pro-establishment camp has never tasted the fruits of victory in a by-election before.

I owe my deepest gratitude for the concerted and selfless efforts of all members of my campaign team, our supporters and voters who voted for me. They realized my dream and accomplished this mission together.

Working in the Legislative Council is a real challenge but it gives me great energy and motivation to tackle an enormous amount of work that includes the scrutiny of legislative bills and public funding.

Since taking office, I kept working hard and promoted rent subsidies for eligible families on the public housing wait list. Most of them are tenants living in jammed cubicles and subdivided flats. The government should provide either a financial allowance or some other measure to help them. Most importantly, the government should step up the supply of public housing.

Recently, I took notice of the environmental health in West Kowloon. I vow to push for stepping up enforcement against unlawful dumping of construction waste. The department in charge has to do more on this front to tackle the issue.

Despite the hectic work schedule within the Legislative Council, my working motto has been to go directly to the people. Holding outreach to the electors helps me to understand public concerns It is fun to chat with everyone from all walks of life. A public servant should lend a good ear to the people and a big heart for the deprived.

To live in Hong Kong is to multitask. I am confident in performing my duties while holding public office in both the District and Legislative Councils. I attended the Sham Shui Po District Council meeting last week as usual. Being a son, a father, a husband and an elected representative of the people, I am confident to maintain a balanced and effective life for my family and public service.

During my tenure as a Legislative Councilor, I hope to focus on several public policy areas. I will press for more housing measures for the grassroots. I will fight for the launch of special rental allowances or other such measures for public housing applicants queued on the wait list for more than 3 years.

I will push for redeveloping the old housing estates in West Kowloon in order to create more housing units and to improve the livelihood and living standards of the people. I will also push for Government subsidies that encourage more tenants and landlords to support urban renewal projects. I hope to work as much as possible to help those living in cubicles and subdivided flats.

I will press to improve the medical services in West Kowloon, particularly in regards to speeding up redevelopment and expansion of the Caritas Medical Centre. I will support and explore ways to increase the number of medical doctors and nurses. The government should increase out-patient clinic services during public holidays and evenings.

As a father of three, I propose a scheme to reduce homework assignments and for all class work to be finished at school. Children should be given more room for recreational development. More permanent teaching posts should be supplied and inserted into the system. More education funding should be granted for tertiary full-time subsidized places. To create a family-friendly environment, the government should increase the number of child care services. Ensure that every elementary school can provide after-school care services. Furthermore, ensuring sufficient social work services for elementary and secondary school students is another concern of mine.

Helping ethnic minorities integrate into society should be a priority of the government agenda at all times. The government should invite ethnic minority groups and organizations to cooperate and set out a holistic ethnic minorities policy that will focus on the difficulties that they face in language and communication, education, employment, housing and receiving social assistance. Then together we can point out recommended solutions.

I persist in leading a healthy life by exercising regularly. As a Marathon runner and amateur athlete, sports and good sportsmanship have instilled in me a fighting spirit in this hard-fought election campaign. Sports should be promoted to strengthen the physical and mental health of our community. Therefore, I support the implementation of a five-year plan for athletic and leisure facilities as announced in the 2017 Policy Address as soon as possible. It is feasible to introduce sports and culture vouchers to encourage residents to participate in cultural and athletic activities. I am also promoting the creation of a free 24-hour sports channel by RTHK to show local, Mainland and overseas sports programs and live events.

Last but not least, I will strive to promote the progress of the Hong Kong economy and speed up our integration with the Greater Bay Area. Hong Kong should seize the day and catch up to what we have lagged behind.
